Ethiopian National Dialogue Process - Activities Assessment Report I For Inclusion and Transparency 

The Ethiopian National Dialogue Process Activities Assessment Report I, prepared by the Center for Advancement of Rights and Democracy (CARD) in collaboration with the Civil Rights Defenders (CRD), reviews the inclusivity and transparency of Ethiopia’s national dialogue for major activities undertaken from January to March 2024. Led by the Ethiopian National Dialogue Commission (ENDC), this dialogue seeks to address long standing grievances and fundamental national issues through broad-based discussion. 

However, despite its principles of inclusivity and transparency, significant challenges persist, particularly in engaging political opposition, key stakeholders, and addressing communication and accessibility barriers. While commendable efforts have been made to ensure the effectiveness of the national dialogue process, Key findings highlight deep-rooted mistrust stemming from Ethiopia’s history of authoritarian governance, competing narratives, and ongoing armed conflicts.

Additionally, translating dialogue outcomes into effective policy changes remains a challenge, with entrenched elites often resistant to reform and disgruntled factions rejecting proposed paths forward. While the national dialogue is crucial for Ethiopia’s stability and continued unity, overcoming these obstacles will be essential for its success.
