About CARD 

The Center for the Advancement of Rights and Democracy (CARD) is a board-led, nonprofit organization registered in Ethiopia under the Civil Societies Law 1113/2019 with registry number 4307 on 24 July 2019. CARD aspires to see Ethiopia where human rights are respected and democratic culture is flourished  and has been working with a mission of advancing a conducive civic, media, and digital space to the respect of human rights and the promotion of democratic culture.

Background

Since its establishment in July 2019, CARD has expanded its scope, reach, influence, number of projects, and the budget it manages. This growth has naturally necessitated constant updates and changes to its systems to align with its expanding operations and the evolving development context. The need to collect quality data, analyze it, and use evidence for demonstrating results and making strategic decisions at all levels has been identified as a priority. In line with this, CARD has committed to developing a robust Monitoring, Evaluation & Learning (MEL) system, as outlined in its Strategic Plan (2022-2026). A dedicated MEL unit has been established to develop and maintain this evolving MEL Strategy.

An inception report produced by the M&E Manager outlines the assessment’s findings and recommendations, including the identification and installation of appropriate M&E software to significantly boost CARD’s capacity to collect, document, process, analyze, visualize, and report on its performance at the organizational, program, and project levels. This will support evidence-based advocacy, timely decision-making, and learning for future interventions. CARD has gratefully received support from GIZ-CPS to procure appropriate M&E software. As a result, CARD is seeking to engage an IT company to subscribe to a SaaS-based M&E software that it has identified.

SaaS Provider M&E brands

CARD has internally assessed different SaaS provider brands available on cloud specializing in M&E and selected ActivityInfo. It has the main functions needed for aggregating monitoring data at projects, programs and organizational level, dashboard, serving 15 basic users and 5 full users and other features. 

Services needs from it companies 

CARD would like to request the services of an IT company annually subscribe and supply the software to CARD. Note that the brand owner from which the subscription is going to be made is BeDataDriven, is a foreign company based in The Hague, Netherlands, that can only be paid in foreign currency while CARD makes the payment to the local service provider in local currency. 

Interested companies are invited to review the website of ActivityInfo (MIS software for Monitoring and Evaluation and Reporting). CARD reserves the right to consider other similar software options proposed by the applying service providers.
