Center for the Advancement of Rights and Democracy (CARD) is seeking a qualified consultant/firm to develop a revised strategic plan for the period 2025-2029.
About CARD
The Center for the Advancement of Rights and Democracy (CARD) is a board-led, nonprofit organization registered in Ethiopia under the Civil Societies Law 1113/2019 with registry number 4307 on 24 July 2019. CARD aspires to see Ethiopia where human rights are respected and democratic culture is flourished and has been working with a mission of advancing a conducive civic, media, and digital space to the respect of human rights and the promotion of democratic culture.
Background
The evolving global and national civic and political environment, characterized by shifting power dynamics and pervasive instability with human rights implications requires a comprehensive re-evaluation of our strategic plans. Internally, the organization must rigorously assess program performance, refine strategic alignments, and prioritize institutional growth and sustainability to effectively navigate these challenging circumstances.
Objectives:
- Develop a revised strategic plan that reflects current conditions and future goals.
- Prioritize focus areas and strategic interventions.
- Refine institutional capacity and resource strategies.
- Enhance stakeholder engagement.
- Develop a monitoring, evaluation, and learning framework.
Scope of Work:
- Review and revise CARD's vision, mission, strategic areas, and objectives.
- Conduct a situation analysis (SWOT, PESTLE, stakeholder analysis).
- Refine focus areas, long-term priorities, and strategic interventions.
- Review organizational structure and resources against identified objectives.
- Propose sustainability plans for financial and human resources.
- Map stakeholders and develop strategies for engagement.
- Conduct a risk analysis and propose management approaches.
- Analyze leadership gaps and recommend an organizational & leadership structure.
- Develop a monitoring, evaluation, learning, and reporting framework.
- Finalize the Strategic Plan and budget.
Timeline:
- Duration: Up to 45 business days
- Start date: Open
- Completion date: 20 December 2024
Deliverables:
- Inception report with methodology, timelines, and contextual analysis.
- Needs assessment report highlighting current status and gaps.
- Strategic planning workshop for stakeholders.
- Revised Strategic Plan.
- Consultancy report with major activities, workshop highlights, and evaluation.
Consultant Profile:
- Minimum postgraduate qualification in Human Rights, Law, Governance, etc.
- Proven experience developing strategic plans for CSOs (preferably human rights).
- Expertise in human rights, democratization, and policy/legislative advocacy.
- Knowledge of the Ethiopian political, legal, and structural contexts.
- Experience in organization and change management.
- Excellent communication and facilitation skills.
- Alignment with CARD's values: professionalism, accountability, courage, integrity, and teamwork.
Application Process:
- Submit an Expression of Interest (EOI) by October 29th, 2024, to info@cardeth.org.
- The EOI must include:
- Technical proposal (approach, methodology, work plan, flowchart, timeline)
- CVs of proposed team members
- Detailed budget breakdown with taxes
- Organization profile with relevant experience
- Company/firm registration and tax clearance certificates
- VAT/PAN registration and audit report (latest year)
- Suitability statement
Selection Criteria: Selection will be based on the EOI documents.
Supervision: CARD's Director will supervise the consultancy, supported by the Head of Programs and the Program Team.
Confidentiality: All collected data will be treated as confidential.
Budget and Payment:
- Competitive consulting fee to be negotiated.
- Payments in three installments: 30% after the inception report, 40% after draft report, 30% upon final report acceptance.
